It all started in 1946, through the Fulbright program. 1945 J. William Fulbright proposed a bill to us the proceeds selling surplus U.S Governments war property to fund international exchange between the U.S and other countries.

In 1951, the Colombo plan was also established to encourage the movement of studies between the countries. Furthermore, The Colombo plan is also responsible for funding over 40,000 Asian Students. The funding was provided by 26 commonwealth and non-Commonwealth countries.
A 2006 survey, by Monash University Australia showed 75% of students are from India, who competed for university education in Australia applied for and granted residency.
